Dear colleagues from the diplomatic corps,

Overseas Chinese in the FSM and from afar,

Ladies and Gentlemen,

Dear Friends,

Kamorale and good evening!

Tonight, we gather to celebrate the 77th anniversary of the founding of the People’s Republic of China and the 37th anniversary of the establishment of diplomatic relations between China and the Federated States of Micronesia (FSM). On behalf of the Chinese Embassy, I extend my sincere respect to the traditional leaders, warmly welcome all our distinguished guests, and express my heartfelt gratitude to friends from all sectors of the FSM, Chinese enterprises operating here, and the local Chinese community for their longstanding support for China–FSM relations.

The year 2026 is a milestone year for China. The Communist Party of China (CPC) marks its 105th anniversary, and the 15th Five-Year Plan has got off to a good start. Over the past 105 years, the CPC has remained committed to its founding mission of pursuing happiness for the Chinese people and rejuvenation for the Chinese nation, leading China onto a path of modernization based on independence and self-reliance. Over the past 77 years, the Chinese people have worked tirelessly under the leadership of the CPC, creating the two great miracles of rapid economic development and long-term social stability. The Chinese nation has made the historic transformation from standing up and growing prosperous to becoming strong.

This year, China adopted the outline of the 15th Five-Year Plan. Guided by the CPC Central Committee with President Xi Jinping at its core, this blueprint charts China’s development over the next five years and presents opportunities for countries around the world, including the FSM. The great rejuvenation of the Chinese nation is an unstoppable historical process, and the path of Chinese modernization is becoming ever broader and more solid as we advance with it.

With a strong start to the 15th Five-Year Plan, China is injecting valuable certainty into a world marked by turbulence and transformation. In the first half of 2026, China’s GDP reached RMB 69.6 trillion, up 4.7 percent year on year, with the increase being the largest for the same period in the past five years. New growth drivers, including advanced manufacturing, the digital and intelligent economy, and modern services, contributed more than 40 percent of economic growth. Intelligent computing power grew by 177 percent, while innovation achievements continued to emerge, including China’s first controlled recovery of a carrier rocket, the world’s largest open-source AI model, and the “Jiuzhang-4” quantum computing prototype. The volume of China’s daily express delivery parcels exceeded 550 million—more than the combined total of other countries—reflecting the continued potential of its enormous market.

China is also proactively expanding high-standard opening up. It has implemented zero-tariff policies for 63 countries, while imports grew by 22.1 percent in the first half of the year. China has become a major trading partner of more than 160 countries and regions and has introduced unilateral visa-free policies for 50 countries. The topic of “Chinamaxxing” has surpassed 4 billion views overseas, with young netizen from around the world sharing their experiences of “Becoming Chinese” in adopting everyday Chinese lifestyle and wellness habits. China has been committed to actively putting into practice the vision of building a community with a shared future for humanity and implementing the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative. In doing so, it has consistently worked alongside countries of the Global South to uphold peace and promote development, providing the world with a “cornerstone of certainty” and a “harbor of stability” through its own development.

China has always been a trusted friend and partner of the Pacific Island countries. Guided by the principle of the “four full respects” proposed by President Xi Jinping, China remains committed to deepening friendly cooperation with Pacific Island countries, and advancing the building of a China-Pacific Island Countries community with a shared future. China will promote synergy between the Belt and Road Initiative and the 2050 Strategy for the Blue Pacific Continent, support island countries through seven major cooperation platforms in energy transition, blue partnerships, and trade and investment cooperation, and advance “small and smart” projects whose benefits are visible, tangible, and meaningful to the people.

Ladies and Gentlemen,

Thirty-seven years ago, on September 11, China and the FSM formally established diplomatic relations. Despite changes in the international landscape, our relations have remained steadfast and resilient, with the two countries standing firmly by each other on issues concerning each other’s core interests. China firmly supports the FSM in upholding its sovereignty and independence, while the FSM firmly adheres to the one-China principle. The comprehensive strategic partnership between our two countries has continued to deepen.

Since the beginning of this year, under the strategic guidance of the two heads of state, bilateral cooperation in various fields has yielded fruitful results.

High-level exchanges have provided strategic direction, while political mutual trust has deepened. President Xi Jinping and President Simina jointly charted the new blueprint for bilateral relations during President Simina’s successful state visit to China in 2024. This year, the two heads of state have maintained correspondence, steering bilateral relations in the right direction. We thank President Simina for recording a video message extending Chinese people his New Year greetings for the Year of the Horse. Exchanges between our administrative and legislative bodies have also continued. Speaker Moses led a delegation to Beijing and Zhejiang to attend the Workshop for Parliamentarians of the FSM; Vice Speaker Romolow traveled to Beijing and Yunnan to attend the Pacific Island Countries Workshop for Parliament Members;now Pohnpei State Governor Joseph is leading a delegation to Shanghai and Zhejiang to participate in the Seminar on Trade Promotion for the FSM;Chuuk State Governor Narruhn visited Guangdong and Shandong, and celebrated the 15th Anniversary of Guangdong-Chuuk State Sister-State Relations. In the fourth quarter of this year, several Chinese delegations from Shandong Province, Deyang City in Sichuan, and Zhongshan City in Guangdong, among others, are scheduled to visit the FSM.

Practical cooperation is making solid progress, with development benefits continuing to reach our people. The Project of Upgrading Road in Chuuk State and Reconstructing Bridges in Pohnpei State have entered the implementation stage, with preliminary designs completed. The Minutes of Discussion on the Feasibility Study of the Project of Upgrading Road in Yap State have been signed. The Utwe Kosrae-China Friendship Gymnasium was successfully handed over, and the project document for Kosrae’s road upgrading project was signed. The expert team of China’s 13th Agricultural Technical Assistance Project has been promoting vegetable, flower and livestock farming techniques at the pilot farm. The Chinese medical team provided emergency assistance in Chuuk State following Typhoon Sinlaku, and treated more than 500 patients over six days. With the signing of the Protocol Between China and the FSM on Dispatching Chinese Medical Team to Work in the FSM for the period of 2026 to 2030, this health partnership spanning mountains and seas will continue.

People-to-people exchanges have brought our hearts closer. Since the beginning of this year, much more than a hundred participants from the FSM have traveled to China for training and study programs, covering such areas as climate change, energy transition, government governance, disaster prevention and reduction, maritime management, and public health. One group of friends after another has brought what they have seen and learned in China back to their home islands, enabling the people of the FSM to experience firsthand the warmth and goodwill of the Chinese people.

Ladies and Gentlemen,

After 37 years of working together, China–FSM relations have grown into a flourishing tree. Its roots are mutual respect and common development; its branches and trunk are the bonds of friendship between our peoples; and its fruits are practical cooperation featuring mutual benefit and win-win outcomes.

Standing at this new starting point, China stands ready to work with the FSM to remain true to the original aspiration of establishing diplomatic relations, deepen cooperation across all fields, and ensure that the tree of China–FSM friendship grows ever deeper-rooted, more luxuriant, and evergreen.

Finally, I propose a toast:

To the 77th anniversary of the founding of the PRC,

To the 37th anniversary of the establishment of diplomatic relations between China and the FSM,

And to the flourishing development of China–FSM relations,

Cheers!

Thank you all!
