Your Honorable Aren B. Palik, the Vice President of the Federated States of Micronesia,

Your Honorable Speaker Esmond B. Moses,

Your Honorable Floor Leader Quincy Lawrence and Senators of the FSM Congress,

Your Honorable Brendy Carl, Acting Secretary of the Department of Foreign Affairs of the FSM, and Officials of the FSM government,

Senators and Officials of Pohnpei State,

Dear colleagues from the diplomatic corps,

Distinguished guests,

Overseas Chinese in the FSM and from afar,

Ladies and gentlemen,

Kaselehlie! Good evening!

It is a great pleasure to have all of you with us on this lovely evening in celebration of the 74th anniversary of the founding of the People's Republic of China. On behalf of the Chinese Embassy in the Federated States of Micronesia, I would like to pay respect to the traditional leaders of this land, extend a warm welcome to all the honorable dignitaries present this evening, and take this opportunity to express heartfelt gratitude to those who have shown long-time support for China's development and the growth of China-FSM relations.

74 years ago, the Communist Party of China (CPC) united and led the Chinese people through an arduous struggle to win national independence and liberation, and founded the People's Republic of China, thus opening a new chapter in China's history.

Over the past 74 years, particularly in the last decade, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the Chinese people have worked hard and courageously, making remarkable achievements. Despite various challenges, we stay committed to our own path of development and have brought about a moderately prosperous society in all respects. We have alleviated all Chinese people out of absolute poverty. A new journey of socialism with Chinese characteristics is right ahead of us.

Today, China is the world's second largest economy, largest industrial country, and largest trading country in goods. China has built the world's largest networks of high-speed railways and expressways and made major achievements in building airports, ports and water conservancy, energy, information, and other infrastructure. We have witnessed major successes on multiple fronts, including manned spaceflight, supercomputers, satellite navigation, and airliner manufacturing. At the same time, China has led the world in the utilization of green energy and it is also home to the largest area of afforestation in the world with the biggest increase in forest resources.

China is marching toward the Second Centenary Goal of building itself into a great modern socialist country in all respects that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful when the People's Republic of China marks its centenary. We are pursuing the great rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. We welcome friends from all walks of life in the FSM to visit China, and perceive the real modern China with your own experience.

Ladies, gentlemen and friends,

This year marks the 45th anniversary of China's reform and opening up. By opening its door, China has made tremendous progress in development and, in this process, fully shared its development opportunities with countries around the world. Now, China is pursuing Chinese modernization on all fronts through high-quality development, taking the 1.4 billion-plus people as a whole into modernization. This will create enormous market opportunities. In the first half of this year, China's GDP grew by 5.5 percent year-on-year, making its economic recovery one of the fastest among major economies in the world. In July this year, the IMF released its latest World Economic Outlook Report, predicting that China's economy will rebound to 5.2% in 2023 and contribute one third of world economic growth. The Chinese economy has strong resilience, great potential and vitality. Its strong fundamentals will not change, and it will remain on a positive trajectory over the long run.

Looking ahead, China will stay committed to the fundamental national policy of opening up, advance international cooperation in more areas, on higher levels and in greater depth, and continue to share with countries including the FSM new opportunities created by China's new development. Next month, China will hold the third Belt and Road Forum for International Cooperation. Following the approach of consultation and cooperation for shared benefits, China is ready to work with all countries including the FSM to extend the Belt and Road wider and longer for it to continue benefiting the world.

Ladies, gentlemen and friends,

At present, human society is facing unprecedented common challenges. No country can face these challenges alone. No country can dominate the world either. Strengthening solidarity and cooperation is our only way out. China has all along stood for peace, development and win-win cooperation. We are committed to being a builder of world peace, contributor to global development and defender of the international order. President Xi Jinping has proposed the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative to show the international community a broad path that leads to mutual benefits and win-win development, and has gained wide support and acclaim from countries around the world. China is committed to promoting a new model of international relations featuring mutual respect, fairness, justice and win-win cooperation. China will continue to work with other countries including the FSM to build a community with a shared future for mankind.

Ladies, gentlemen and friends,

China and the FSM enjoy time-honored traditional friendship which is deeply rooted in the hearts of both peoples. It has been three months since I came to the FSM. During these three months, I have deeply appreciated the warmth and friendship of the FSM people and the huge potential for the development of China-FSM relations.

Both China and the FSM are developing countries. Both uphold the purposes and principles of the UN Charter, abide by the basic norms governing international relations of respecting sovereignty and territorial integrity and non-interference in internal affairs. Both are committed to the common goals of independence, economic development and a better life for the people. Since the establishment of diplomatic ties 34 years ago, China-FSM relations have made great progress on the basis of adhering to the one-China principle, which has not only brought tangible benefits to the two countries and two peoples, but also promoted regional peace, stability and prosperity. China has always upheld mutual respect, equality, mutual benefit and sincere cooperation with the FSM.

China and the FSM have been supporting and helping each other. After the outbreak of the COVID-19, the FSM provided cash donation to China at the earliest time. Last month, H.E. President Simina sent a message to express solidarity with the Chinese people after the typhoon disaster. True friendship will stand the test of adversity. China appreciates the valuable understanding and support of the FSM.

As a sincere and good friend of the FSM, China has done its best to provide assistance to the FSM with no political strings attached. Under the framework of South-South cooperation and on the premise of fully respecting the will of the national government, state governments and people of the FSM, China assisted the construction of the Secondary Road project located in Madolenihmw, the Chuuk State government building, the Kosrae bridge, several China-FSM friendship gymnasiums, and donate Yun-12 plane, cargo and passenger ships, etc. All these assistance has played a positive role in the economic and social development of the FSM.

In addition to the above-mentioned major infrastructure and transportation projects, China focuses on development by coaching one to fish rather than giving one fish. The Chinese government has carried out 12 phases of Pilot Farm project in the FSM to teach people how to grow vegetables, breed pigs and use bio-gas, and offered scholarships to more than 100 FSM students, including some of our friends here tonight. They have returned to the FSM after graduation in China and devote themselves to the development of their homeland.

Ladies, gentlemen and friends,

The 21st century should be an era for developing countries to accelerate their development. While pursuing Chinese modernization with high-quality development, China will continue to do our best to help and support the FSM to independently explore its own development path, accelerate development and revitalization, and achieve common prosperity.

Next year will mark the 35th anniversary of the establishment of diplomatic ties between China and the FSM. As Chinese Ambassador, I am ready to work with colleagues and friends in the FSM to further advance the friendship and cooperation between China and the FSM. I am confident that with shared commitment and efforts of both sides and with help and assistance from friends present tonight, the relationship between China and the FSM will have an even brighter future!

Now, I would like to propose a toast,

To the prosperity of the People's Republic of China and the Federated States of Micronesia,

To the friendship between the Chinese and the FSM peoples,

And to a brighter future of China-FSM relations!

Cheers!
